The CPC Central Committee and The State Council attach great importance to the development of agricultural machinery and seed industry. The 20th Report of the CPC made major strategic plans for accelerating the building of China into a strong manufacturing and agricultural country. It stressed the comprehensive promotion of rural revitalization, accelerating the building of China into an agricultural country, deepening the revitalization of the seed industry, and strengthening the support of agricultural science and technology and equipment.
According to the meeting, the two departments should thoroughly implement the Party's 20 major spirits, strengthen the dominant position of enterprises in scientific and technological innovation, give full play to the leading and supporting role of key scientific and technological enterprises, and stimulate the innovation vitality of enterprises in the agricultural machinery and seed industries. We will give priority to policy guidance and promote the high-quality development of agricultural science, technology and equipment with policies that make full use of existing "small giants" that are specialized, specialized, and new, such as identification, technological upgrading, pilot insurance compensation mechanism for the first major technology and equipment, and subsidies for the purchase and application of agricultural machinery.
According to the meeting, the Ministry of Agriculture and Rural Affairs and the Ministry of Industry and Information Technology should strengthen business coordination and work closely to support high-quality development of the agricultural machinery and seed industry and consolidate the foundation of food security in all aspects. We will give full play to the role of the national mechanism for coordinating and promoting the development of agricultural mechanization, strengthen coordination among multiple departments, encourage industrial, scientific and technological, fiscal and tax policies to work in the same direction, and guide large industrial enterprises such as automobiles and construction machinery to cluster in the agricultural machinery and seed industries. We will give full play to local enthusiasm and strengthen research and development of agricultural machinery and varieties with regional characteristics. We will promote industry-finance cooperation and increase financial support for small and medium-sized enterprises in the agricultural machinery and seed industries through industry-finance platforms.
