At present, it is an important period for the formation of wheat yield in the middle and lower reaches of the Yangtze River, the Jianghuai river and the Huanghuai River, and also a decisive stage for the prevention of diseases and insects and the preservation of summer grain. On April 15, the Ministry of Agriculture and Rural Affairs held a video conference on the prevention and control of major diseases and pests in wheat heading season, visiting the fields to observe the prevention and control operations in Jiangsu, Anhui, Henan and Hubei provinces, and listening to local agricultural technicians to introduce the occurrence of diseases and pests and the progress of prevention and control, and redeploying, mobilizing and rearranging the prevention and control work. The meeting urged local governments to take the prevention and control of wheat scab and stripe rust as a key battle to ensure a good summer harvest, act quickly to implement prevention and control measures in accordance with local conditions, and spare no effort to ensure a good harvest.
The meeting held that stripe rust in the middle and lower reaches of the Yangtze River, jianghuai and Huanghuai wheat areas in recent years, aphid in jianghuai and Huanghuai wheat areas increased rapidly, the occurrence area increased by nearly 50% per week, head blight with wheat from south to north gradually into the peak of epidemic. It is estimated that the area of diseases and insect pests in wheat heading period will reach 590 million mu, among which scab is more prevalent in the middle and lower reaches of the Yangtze River, jianghuai and south Huanghuai wheat areas, and the prevention and control area is more than 250 million mu. Stripe rust occurred mainly in jianghan plain, Guanzhong of Shaanxi province and southern Henan province, and there was still a risk of widespread epidemic in huanghuai And Haimai areas. From mid-late April to early May, it is the decisive stage for the prevention and control of diseases and insects in wheat spike stage.
Agricultural and rural departments at all levels should act quickly to ensure the bottom line of disaster prevention and mitigation, implement detailed measures, and resolutely win the battle against diseases and pests in wheat heading season. Inadequate prevention and control of diseases and pests should not lead to wheat production and harvest, the meeting stressed. First, the responsibility for prevention and control should be further consolidated. We will resolutely implement the relevant decisions and arrangements of the CPC Central Committee and The State Council on grain production, and ensure that the monitoring and prevention measures are in place in accordance with the requirements of the CPC and the government for food security. Second, we will overcome difficulties in prevention and control. To make clear the nature of disaster prevention and relief work, investigate and verify problems in disease and insect prevention and control, actively coordinate with relevant departments of the joint prevention and control mechanism, and make every effort to overcome bottlenecks and obstacles in prevention and control work, so as to ensure the smooth delivery of materials, technical guidance and prevention and control operations. Third, the prevention and control efforts have been intensified. We will manage and make good use of special funds from the central government for the prevention and control of major wheat diseases and insect pests, seek financial support from local governments through various channels, prepare sufficient materials for prevention and control, organize and carry out unified prevention and control actions in a timely manner, drive mass prevention and control, and effectively improve the effectiveness and efficiency of prevention and control. Fourth, the prevention and control guidance will be further deepened. We will strengthen on-duty scheduling of prevention and control work, timely release forecasts and early warnings, and provide technical guidance services for scientific drug use, unified control and comprehensive prevention and control by going deep into fields and connecting people point to point. At the same time, we need to strengthen supervision of the pesticide market to prevent fake and inferior pesticides from harming farmers and ensure that diseases and insects in wheat are well prevented and controlled.
